The smartgun in Aliens-TC is really the plasma gun. All the author did was
change the shot graphics.
Concerning tracers for guns like the chaingun, I wouldn't think think it's
possible. The DOOM engine doesn't calculate the travel of the bullets (i.e.
no matter how far you are from a wall, the bullets will hit it
instantaneously.) It just tests for an intersection with a wall. Use IDDT
on the map twice to notice the difference. Shooting plasma or rockets, you
see the green triangle traveling. Shooting bullets or pellets just makes the
triangles appear on the wall that they hit.
