Central Europe will not solve migration consistently
"States endangered with the migration wave mainly from East and
South Europe cannot prevent it with only repressive measures. Illegal
migration is above all a political problem and its extent is so big that
is disintegrates the situation in Europe," Josef Zieleniec, Minister of
Foreign Affaires of the Czech Republic, said at a conference of
representatives of ministries of the interior of states in Central
Europe.
At Tuesday's conference in Prague representatives of six countries
participated: Czech Republic, Slovak Republic, Poland, Hungary, Austria
and Slovinia.
According to Minister of the Interior of the Czech Republic, Jan
Ruml it was not easy to find a common language for the participants."
Each of us has different neighbours, different inner and economic
problems, " Ruml said. Therefore during the negotiations the
participants decided not to make a multilateral agreement. More likely
bilateral contracts could be signed."Next steps will probably aim at
negotiations on bilateral levels," said J. Ruml.
At the end of the conference the representatives of individual
countries signed a common proclamation saying : 1.participating states
will not take over responsibility for foreigners who had entered the
asylum procedure before the change of the asylum act in Germany was
carried out, 2. participating states will consider the possibility of
foreigners going home through their territory under exactly stated
conditions, 3. ministers of the interior will strive in their countries
to add to mutual standardized treaties and develop an initiative in
making these treaties with countries from which illegal migrants come.
Prague's conference reflected the necessity to react to the new act
in Germany which was simultaneously being talked about in German
parliament.
Government agreed to the construction of two blocks of nuclear power
plant
Czech government agreed with final work on two blocks of nuclear
power plant Temelin and with its activation in 1996-97.Premier Vaclav
Klaus said that after Wednesday's (March 10) decision of the government.
Aside from Minister of the Environment, Frantisek Benda who
abstained, all the members of the government were for the final
construction.
On illegality of the communist regime
"ODS prepared a bill on the illegality of the communist regime and
resistance against it," said chairman of this party, Vaclav Klaus at
this weekend's talk of the executive council of ODS.
The bill should be based on naming and condemning the real state
which was in Czechoslovaki during the last forty years. The act should
stop the statute of limitation of all crimes not prosecuted for
political reasons since 1948 till 1989, and should also solve the
so-called remaining crime. ODS wants to get the bill through till June
30, 1993.
ODS will not vote for a bill of restitution of church property but
will be for mildening some property injuries commited in the communist
era.
Protests against racism without incidents
A demonstration against facism and racism took place on Saturday,
March 13 in the area of Strahov dormitory in Prague. About 700 people
expressed their disapproval with growing racial trends in our society,
increasing unemployment and bad housing policy.
The demonstration was held by Youth Campaign against Racism and
Facism, Gipsy Petition Committee, and Anarchist Federation. There were
also young people from Germany (Unity of Revolutionary Youth from
Munich) and Great Britain there. The demonstration was followed by
a march through Prague culminating at the Children aisle with an
anti-racist rock concert. An expected encounter with members of
Skinheads movement did not occur because the policemen dashed all
attempts of skinheads to get near to the demonstrators.
Increase in flu cases
Number of cases of acute respiratory sickness on the territory of
the Czech Republic has increased by nine percent. The press presents
201 774 ill people. According to the main hygienist of the Czech
Republic, MUDr. Jaroslav Kriz there are big differences among various
regions. The most - by 33 per cent,the number of sick people rose in the
west, the most it dropped - by 24 per cent, in Nothern Moravia. The
biggest morbidity is in South Moravia where 2995 patients come to 100
000 inhabitants. Surprisingly the lowest number is announced in Prague
with 1557 sick to 100 000 citizens.
Czech music prizes - Gramy 1992
were awarded on Saturday in Prague's ABC theatre. The first prize
was given to Les Miserables musical (staged last year in ABC theatre).
The best singer was Lucie Bila, her record Missariel became the album of
the year, a clip to this song (by Filip Renc) won among video-clips. In
the category of groups the best was Shalom, the jazz master is
contrabassist Jiri Mraz, country master Robert Krestan. The gramophone
firm of the year became Monitor. All together 15 prizes were awarded.
FROM SLOVAKIA
Milan Knazko is knocked out?
Inner dispute of Slovakian premier Vladimir Meciar and Minister of
Foreign Affaires of the Slovak Republic, Milan Knazko culminated on
Saturday's session of the board of Movement for Democratic Slovakia
(MDS) in Lucenec. The board backed premier, as expected. They agreed
that Knazko had violated the moratorium in publishing inner problems of
the party, and that his ministry works not only against the interests of
Slovakia, but against MDS itself. The board also expressed its accord
with Meciar's proposal of the minister's removal which he had presented
to prezident Michal Kovac a few days ago. Prezident will say his final
statement by Friday, March 19.
The minister of Foreign Affaires who is also vice-chairman of
government of the Slovak Republic and vice-chairman of MDS denies all
accusations. He emphasizes that the dispute with the premier is not
factual but personal: the quality of minister's work is not involved at
all. He does not intend to resign. He is still waiting for concrete
objections which the premier has against his work. He also points out
the rough way he was forbidden to take part in foreign trips. Milan
Knazko admitted that he had made a mistake by supporting just Vladimir
Meciar to the post of premier two years ago. "I would not do that
again," he said.
The case of monitoring the US consulate in Bratislava is closed
Cabel from 15 microphones installed in mid-80s were cut at least in
1990 and their terminals were bricked up. Slovakian side did not find
anything what would prove the microphones being used after 1989, says
the announcement of the main martial prosecutor of the Slovak Republic,
T. Kostal. The criminal prosecution of an unknown offender was ceased.
The bugging device was discovered by the consulate employees in
November 1992. According to Americans the microphones were active at
that time. The then Minister of the Interior, P. Cernak appointed
a commission which was assigned to present a report of the investigation
by the end of 1992. Still the report was not made. After the separation
of Czechoslovakia the case went over the jurisdiction of Slovakian

Slovakia already has Minister of Defence
Prezident Michal Kovac appointed on Tuesday, March 16 Imrich
Andrejcak the first minister of defence of the Slovak Republic.
Objections against his appointment came from governmental Slovak
National Party which pointed out the communist past of this professional
soldier. Imrich Andrejcak was the last Czechoslovak Minister of Defence.

Hockey league
Vitkovice beat Kladno in the decisive fifth quarter-final match
9:1. In the semi-final they won twice in Litvinov 6:2 and 7:2. In the
second duel Sparta Praha beat Trencin 9:3 and 4:3. They play on three
victories, therefore the final teams will be decided in the next round.
Football league
In the 19th round leading Sparta Praha (26 points) beat Bohemians
Praha (12) 4:1. Slavia Praha (25) beat Dukla 6:0 and thus maintained
second in the charter. The third is Dac Dunajska Streda (25) who beat
Olomouc 1:0. Fourth Slovan Bratislava (24) beat Brno 1:0 but his fans
hissed him for a bad performance. The last is Dukla Praha instead of
Trnava.
WEATHER
Finally we have spring. Night temperatures fluctuate around zero
but during the day they climb up to 8-14 degrees. Winter clothes are
disappearing in our wardrobes, afternoon sunshine tempt us to go for
a walk. In places last week covered with snow there are snowdrops now.
