FROM LAST WEEK'S EVENTS (NOVEMBER 4-11)
ALEXANDR DUBCEK DIED
Alexandr Dubcek, one of the most famous Czechoslovakian politicians
and the representative of the Prague's Spring 1968, died on Saterday,
November 7 in 21:20 in Prague's hospital Na Homolce.
According to Czech Minister of Health, MUDr. Petr Lom, the immediate
cause of his death was a failure of vital functions, particularly those
of the heart, kidneys and lungs.
The last farewell will be said to him on Saturday, November 14 in
Bratislava, announced spokesman of the Slovakian government, B. Geci.
From Curriculum Vitae
Alexandr Dubcek was born on November 27, 1921 in Uhrovec in the
region of Toplcansko. Having reached 18 years he joined the Communist
Party of Czechoslovakia (CPS) and during the Second World War he took
a active part in the anti-fasist resistance and the Slovakian National
Rising. After the war he entered the political life and in the 1960's he
became a member of the Central Committee of the CPS. In January 1968 he
was elected the first secretary of the Central Committee, he became the
main representative of a reviving process called the Prague's Spring and
his activity has been since refered to as "a socialism with human face".
After the Russian occupation in 1968 he was forced to sign the
so-called Moskva's Protocol, in April 1969 he was removed from his post
and the next year expelled from the Communist Party. During the
following years he used to work as a worker and a technical clerk. He
re-entered the political life in November 1989, when he became the
Chairman of the Federal Assembly and a member of Public Against
Violence. After a split in this movement he became active in the Social
Democratic Party in Slovakia whereof he was Chairman. Recently he has
been regarded one of the main candidates to the post of President of the
Slovak Republic.
We Recorded:
"I knew him as a nice, sincere and a modest man. In 1968 he was at a
lead of a brave attempt to humanize the communist system which gained
him a tremendous international respect." (Vaclac Havel)
"Alexandr Dubcek was a significant socialist politician. The policy
he embodied had a human face. Long shine light for him!" (Jan
Carnogursky - Slovakian ex-premier and Chairman of the
Christian-Democrat Movement)
"He was unequivocally the most known Slovakian politician in the
world and the most famous Slovak at all. It is a shame that a man with
such a political reputation and human qualities will not be the Prezident
of the Slovak republic." (Peter Weiss - Deputy Chairman of the National
Council of the Slovak Republic and Chairman of the Party of the
Democratic Left Wing.
"Alexandr Dubcek was a politician, who was much more popular abroad
than at home."(Jan Strasky - Federal premier)
"We lost a Slovak who created the history of Czech-Slovakian
friendly relations."(Ivan Gasparovic - Chairman of the National Council
of the Slovak Republic)
Treaty of Friendship between the Czech Republic and the Slovak Republic
Another series of contracts between the Czech and the Slovak
Republic was approved by the governments on November 9, in a
Zidlochovice Chateau in South Moravia.
Ready to sign is also a frame treaty of good neighbourhood, friendly
relations and cooperation between the Czech and the Slovak Republic. It
will be valid 15 years and than, if not denied by either of the
republics, automatically prolonged for another 5 years.
The governments also dealt with a bill of dividing the property.
Although the cabinets did not reach any final decision, they agreed on
establishing a parity 6-member commission. This commission will be
assigned to elaborate a proposal of an amendment to the Act of dividing
the property. The main criterion for dividing realties will be a land
princip,a ratio princip of 2:1 will come into effect when dividing the
other articles.
The governments also approved treaties on agriculture, food
industry, forest and water industry and a treaty on traffic and
communications. Another substantial bill was also the one arranging
relations after separating the Czechoslovak army. Both the sides also
agreed on activating the tax reform from January 1993.
Discussion topics concerned the preparation of customs union and tax
border. Building of custom-houses is not under consideration.
Vaclav Klaus Stays at the Head of the Civic Democratic Party (CDP)
Vaclav Klaus was re-elected the Chairman of CDP on its third
congress on Saturday, November 8 in Prague.
The post of the Executive Deputy Chairman (a new post) was filled by
federal Minister of Interior, Petr Cermak. The other the Deputy Chairmen
are Czech minister of International Affairs, Josef Zieleniec, Deputy
Chairman of the Czech National Council, Jiri Vlach, and federal premier
Jan Strasky.
Hitherto Deputy Chairman and vice premier of the federal government,
Miroslav Macek did not get through to his post again. The probable
reasons are those deriving from his activities in enterprise.
V.Klaus stated the most urgent tasks of CDP thus: "Defining of the
Czech State, dignified extinguishment of the Czechoslovak federation,
succesfull fulfilling of the essential economic transformation, legal
state and political pluralism."
Students'Strike Finished
Late on Tuesday, November 3 students of the Department of Directing
of the Film Academy of Music and Dramatic Arts had a meeting with their
pedagogues (Svoboda, Jires, Sirovy, Chytilova) and dean of the faculty,
J. Pecak. The discussion resulted in a termination of the strike from
November 4, J. Menzel nor M.Pivonkova will not be removed from their
posts. Students will write their applogy to Menzel and disputed topics
will be discussed with the dean on Thursday, November 12. On the same
day a meeting of the Academic body will be hold, summoned by the
Academic Senate. Students of Directing propose director Z.Sirovy to the
post of the Head of the Department.
Tuesday's daily Mlada Fronta Dnes reported on a letter, written by
J. Menzel to the dean. The fact, that the legality of the strike was not
officially denounced, brought him to the conclusion that he "cannot not
go on with his work at the school any longer."
Menzel's letter was delivered. Since the dean is abroad now, it will
remain un-open untill his Thursday's return.

(15 points). Hopelessly last is Prague's Dukla with mere 4 points.
WEATHER
Meanwhile on the weekend the temperature climbed up to 15 degrees
(Centigrade), the beginning of the new week introduced us to very cold
weather. Daily temperatures do not exceed 5 degrees and in the night
sink as much as 5 below zero. Though there is snowing in the mountains,
lower altitudes drown in rain. There are often fogs, in big cities
accompanied with smog.
