C A R O L I N A No 72, Friday, April 23, 1993.

FROM LAST WEEK EVENTS (April 14-21)

Super-zero variant

When seeking a solution for property compensation with the Slovak
Republic, the governmental coalition and the prezident of the Czech
Republic Vaclav Havel agreed on a super-zero variant. The first to come
up with this idea was Czech premier Vaclav Klaus. Thus he reacted to the
possibility of a zero variant suggested by Slovakian premier Vladimir
Meciar. The super-zero variant, according to Vaclav Klaus, is something
completely different. "The super-zero variant means to me that someone
will meet and say that from now for ever there will not be any property
disputes between the Czech and the Slovak Republic."
According to Klaus, the sense of the super-zero variant is the end
of disputes of who owns what to whom. It will be stated that we are
equalized and no one will claim any property rights. Slovakian premier
Vladimir Meciar said to the possibility of the super-zero variant that
he did not know what exactly the Czech government had ment by this term,
and if it should mean that Slovakia and the Czech Republic will not pay
any money, he would sign it right the next day. But in no case the
agreement can comprise the shares of Slovakian shareholders.
This variant was supported by governmental Civic Democratic
Allience and Christian Democratic Party. Chairman of Czech Social
Democratical Party Milos Zeman, however, call this "a logic nonsense".
"I do not think that Czech depositors should cover an amount of
25.000.000.000 Kc from the Czech budget deficit."
As for the question of distribution shares to Slovakian
shareholders, Vaclav Klaus said: "I personally think that we should not
force the issue and give it to them." Minister of Trade and Industry,
Vladimir Dlouhy is has the same opinion.
The transfer of the shares to Slovakia was unambiguously objected
by minister of privatization Jiri Skalicky:"If Slovakia cannot pay its
debt as against the Czech National Banik (CNB) nor respect its
commitments approved by the then federal parliament, we cannot provide
them with what they are justified to get. And this is the case of the
coupon shares."

Groundless protectionist measures of the European twelfth

The embargo on the import of meat, milk and dairy to the EC
coutries representing one per cent of the trade turn of the Czech
Republic in the last year will cause a loss of 40 millions Kc for the
Czech Republic. As we have already informed, this measure which is here
regarded as a protectionist performance was reacted to by the State
Veterinary Administration of the Czech Republic on April 12 with a ban
on the import of and tranzit of live animals, food and raw material of
animal origin from the territory of the European twelfth. The chief of
the mission of the Czech Republic at EC in Brussels, Pavel Telicka said
that the course of action of the west European countries had no grounds
because the Agricultural commission at EC during its recent stay in the
Czech Republic did not confirm the existence of the disputed diseases.
They have not been recorded in our republic since 1974.
Even the negotiation of specialists from the Visegrad group on
April 17 in Prague did not change the fact that Poland has not abolished
the ban on the import of Czech meat and dairy products yet. According to
the representatives of these countries, their meeting does not signify a
common policy against the measures imposed by EC. On the contrary,
states in Central Europe, particularly Czech Republic and Hungary, are
negotiating individually.
The current situation was immediately reflected at the home market.
Some meat companies announced a drop in prices for port by up to 20 per
cent.

controlling equipment, medical electronics and technology for diagnosis

24th round of the football league

Sparta Praha (34p) wan at the turf of next-to-last Trnava 1:0 with
a goal shot from penalty and retains its leading position. Second Slavia
Praha (33p) beat third Slovan Bratislava (32p) thanks to an improved
performance in the second half-time (3:0) when Slovan played one man
short. The fourth Dunajska Streda suprisingly lost at home to Vitkovice
0:1 even if during the match they were superior. Dukla Praga (11p)
remains the last having lost in Brno 1:2.

Cup of Czech-Moravian football union (CMFS)

In the quarter-final of CMFS Sparta Praha beat Slavie 2:0 and
succeeded to the semi-final. There they will play with Viktoria Zizkov
which ranked out Frydek Mistek with the same score of 2:0. In the second
semi-final match Brno who succeeded with its victory over Teplice 1:0
will encounter Opava who suprisingly beat first-league Ceske Budejovice.
After a tie result in the normal playing time Opava was better in the
penalty kick.

FROM CZECHOSLOVAK SPORT HISTORY
Czechoslovakian sport - a closed chapter

Czechoslovakian sport lived till the age of a ripe old man, 75
years. When two new states were born, the old man died. He left behind
some successes, problems and legacy disputes. Regarding the size of
Czechoslovakia the successes are remarkable. More than 160 medals from
the Olympic Games, world and and European mastery titles. Four times we
celebrated a Czechoslovakian sportsman being announced the sportsman of
the world. Runner Emil Zatopek became such a hero for three times (in
1949, 1951, 1952) and a gymnast Vera Caslavska was in 1968 the first
sportwoman - woman who wore such a title. Caslavska is one of our best
sportmen, she gained 7 golden and 4 silver olympic medals. Knowing about
these successes we are impatiently wondering how the separation of
Czechoslovak sport will be reflected in the quality of performances of
its successors. We have recorded first trophies already. The Czech
Republic has its world masters (relay of biatlonists) and a world record
created by javelin thrower Jan Zelezny. We would like to inform you
about the problems and successes when dividing our most popular sport
disciplines. (Data about sport devision are elaborated according to
Mlady Svet magazine, 48-92).
We will start with the most popular one - football. Almost all men
are interested in it, yet a turn-out of 5000 people can be regarded
a "lot of spectactors". But a faint interest on the side of the audience
does not concern only football but all sport disciplines. It would be
foolish to presume that more people would come to the "only Czech" or
"only Slovak" league. This was just to give you a picture of our
understanding of "the most popular sport". Football has a long tradition
in the Czech lands. The league was first played in 1925, the best teams
were Sparta and Slavia, both from Prague. Even today they are our
football top. Our representation also played well, the best performances
were shown a 1934 and 1962 World Mastery where they obtained silver. At
the Europe Mastery they were twice the third (1960 and 1980) and once
the first (1976 victory over BRD in the final). Good results were also
gold from Moscow in 1980 though rather than an Olympic match this was an
"Eastern bloc match". At the last World Master in 1990 in Italy our
representatives finished in the quarter-final. The only victory in the
European club competition was achieved in 1969 by Slovan Bratislava in
the Cup of the Winners of the Cup. Josef Masopust was announced the best
football player of Europe according to an anquette in 1962. The
representation will play the World Mastery qualification in 1994 in the
USA together but in autumn independent higher leagues will be created.
Until now the first league was federal, the lower competitions were
national, Czech-Moravian and Slovakian. For the Czech league the
separation will mean only maintaining of the current strength, for the
Slovakian league this will mean a slight level decrease. The best
Slovakian teams will play as of autumn with much worse teams than Czech
first-league teams used to be. The future of our football remains
despite all separations still in the shoes of the football players.

and morning temperatures hovered around 0-5 degrees, daily 10-15. It may
have been raining too much but that's what the nature needed.
