EVENTS OF THE LAST WEEK (4 - 10 June, 1992)
Coalition Negotiations Not Successful Yet
In Brno, capital of Moravia, Monday and Tuesday night, the first
round of negotiations between winners of the recent elections
were held, determining the makeup of the new government,
including who will hold all governmental posts.
The chairs of both winning parties (ODS (Civic Democratic
Party, headed by Vaclav Klaus) and HZDS (Movement for Democratic
Slovakia, headed by Vladimir Meciar)) discussed the matters more
then for over 6.5 hours, after which they held a press
conference. The discussions, it was made clear, had been
unsuccessful.
The ODS Opinion
Mr. Klaus's opinion is that both parties differ in three
basic questions: how any federated system between the two states
could be made to function; the continuation of economic
transition and Vaclav Havel's viability as a presidential
candidate. "HZDS is not interested in a common state, but a union
for a common defense and a common economy as the only context of
union; internationally, the two states would be accepted as
individual objects," Mr. Klaus said.
As a result of this, the chairman (Mr. Klaus) stated that he
would be uninterested in heading a a self-destructive government.
The ODS is not thinking of forming a minority cabinet, however it
would be real in the context of the political power in the
parliament.
The HZDS Opinion
HZDS, according to its spokesman, is ready to accept
a referendum - initiated by the National Councils - regarding the
federal system. HZDS is putting forward a proposal announced
before the elections. It is the Declaration of Sovereignyty of
the Slovak Republic, confirmation of Slovak Constitution, and the
announcing of the Referendum. This would in fact mean the end of
validity for the Federal Constitution. According to results of
the referendum, both Republics would continue discussions
regarding the shape of common coexistence. The victorious Slovak
movement will accept a Czech president, but will not accept
Vaclav Havel's presidency. According to HZDS, both parties agree
on the proportional representation in the creation of the Federal
Assembly: the chairman is suggested to be from the HZDS, the
first Vice-Chairman from the ODS, and the next two vice chairs
should be nominated by the two next most successful political
parties in the elections, the Czech Communists, and the
postcommunist Party of the Democratic Left.
Does some hope remain?
The Czech commentators hope that the internal opinions of
some representatives in the HZDS, especially regarding economic
reform, may differ. Some symptoms of that we can seen in the
announcement by the deputy of HZDS, M. Cic, of about presidential
candidate: "We could support Vaclav Havel's candidacy if his
attitude toward Slovakia was more positive." Thursday, Havel
should meet with representatives of HZDS.
Gabcikovo--Final NO.
The treaty about the huge dam in Gabcikovo-Nagymaros,
planned by the communists and signed by Hungary and
Czechoslovakia in 1977, was declared invalid. Simultaneously, the
1983 modification of this treaty was also nullified. Hungary
unilaterally cancelled this treaty.
Chairman of HZDS Vladimir Meciar said during press
conference on Sunday that cancel of this treaty by the Hungarian
party is from the legal point of view merely an empty gesture.
According to Meciar, the reason the Hungarians signed the treaty
was to whitewash the years of disagreements with one penstroke.
Hungary therefore is convinced that they have no need to pay any
recompense for the environmental and financial losses incurred by
the Czechoslovakians.
Right-Wing Czech Government
Vaclav Klaus was officially asked by the leadership of the
Czech National Council to publically nominate the person who will
lead the negotiations regarding the composition of the new Czech
Cabinet on Tuesday.
Official coalition negotiations about new government has not
begun until now. However, ODS believes they have the right to
nominate the chair of Premier, and that they also have the right
to dictate all important positions. Any other negotiations will
be derived by the composition of the federal government.
If the negotiations between Klaus and Meciar are
nonproductive, Czech government will be immediately composed and
will guarantee the constitutionality of Czech republic. The
representatives of ODS refused any possible negotiations in
forming any coalition with the Social Democrats, the Liberal
Social Union, and Communists, but they expect a constructive
opposition.
Preliminary contacts between the ODS, ODA (Civic Democratic
Alliance), and Czechoslovak People's Party (Christian Democrats),
have been settled, but unofficially and without concrete results.
Political observers are expecting that the Czech premier
will be Jan Strasky (ODS), the present Vice-Premier of the Czech
government.
Violence in Brno
Outburst of racial violence took plore in Brno on Wendesday
after attack of a group of skinheads who forced two gypsy
families to move ouf of their appartments. In couple of hours,
hundreds of gypsies met in the centre of the city, some of them
armed with iron bars and farmer tools. They started to search
skinheads and succeded to find one of them, but policemen saved
him from being lynched. Conflict losted for couple of day, but no
ther fights took place.
Against Yugoslavia
(June 3) Federal Government agreed on restrictions on Yugoslavia
announced by Organization of United Nations. Afterwards the
Government agreed on supporting financial help from France
designed for underground transportation in Bratislava, Slovak
Republik.
Process of Privatization
(June 8) The first period of coupon privatization was closed
on June 8. First results with be know on June 23.
Waiting at the border
Because of three day holiday in Germany 50 km ( 32 miles)
long quens of trailers affeand at border with Germany.
Possibility of Strites
One of tail way trade unions - Federation of steam - riders
announced its strite on June 15. The head Czechoslovak state
railways refused to accept demands of Federation supportal by 10
% of railway employers.
CULTURE SECTION
Academy of Theatre
European Academy of music theatre was established in Prague.
Founding members are Germany, Czechoslovakia, Austria and
Estonia. Academy should solve problem of spousorhip and
management of theaters. Centre will be plared in Thurnau at
Bayreuth.
Awards of Czech Radio Broadcasting
Daniela Fisherova was awarded for her micrplay " A Big
Secund " by Czech Radio Broadcosting
