Parliament Didn't Pass Even the Last Bills Proposed by President Havel

That's the Headline of an article published in Lidove noviny on
Wednesday, January 29th, about the debate in the Federal Assembly.
The Federal Assembly didn't pass the bills submited by V.Havel
concerning presidential powers, but decided to accept instead the
deputies' proposal of the amendment as the base of the debate about the
election law. The President's bill proposes that, in case that
Parliment is disbanded, the President has the right to issue decrees,
which would later have to be approved by the newly elected Parliament.
The President's election bill was a combination of the majority and
proportional systems while the deputies' proposal of the amendment is
based on the proportional system.
Last week informed you of Parliament rejecting the first two
presidential proposals (the bill on referendum and the amendment to the
law on Czechoslovak Federation in which the Federal Constitution first
needs to be atified by National Councils).
Vaclav Havel commented on the failed proposal in his regular
Sunday radio programme Talks from Lany on January 26th. He said he
viewed it neither as a conflict between the Parliament nor as his
personal defeat.
V. Havel withdrew his proposal for the new structure of the
Parliament from the agenda of the 20th joint session of the Federal
Assembly on Wednesday, January 22nd.
