Well there are probably as many opinions on tree training as there are
trainers:) By all means use the lower branches for forming a scaffold, just
make sure they are not too low, at least 30-36" above the soil, otherwise
you are going to have problems with drooping branches making it difficult to
do ground maintenance , hard to ripen fruit etc. As I understand it the
main idea in whatever training method you select the idea is to optimize the
sunlight on the fruit.

Don?t know how low the branches you are talking about, but here in the
east (Virginia) branches below about 40 inches are in an area that can
develop more mold and diseases, high fungal zone due to excessive moisture.
I like the breezes to be moving through this area under the branches to
help ward off fungus.
Your climate is probably a little dryer than back east.
Good luck. I just planted 184 apple trees, 8 different varieties (1 acre).
