Regarding alternating premises: you probably can't alternate the whole
premises, but you may well be able to alternate portions of the premises.
You need designated areas that are always winery or brewery - but places in
between can alternate. I've heard of agents asking for locked door
separation - but I get by with paint on the floor (different premises are
different colors). And you can never co-mingle products in process or
storage.
That said, the chatter in the distillery world is that some people are able
to set up alternation easily, and other people fight with their particular
TTB agent until they go over their head or give up. It is really situational
- - both your situation and the interpretation of the agent you get.
