I don't understand. If he is simply running GT PowerComm which is

Time delay, and shadow distortion? Very difficult because time is universal.
The person would now be out of sync with the rest of the world. Or did they
have a speed-up to get back in phase? Shadows are so close to us that the
delay would only be from the object projecting the shadow, to the object
creating the shadow. A matter of feet in most cases. Shadows doing strange
things, reminds me of childhood dreams. I don't buy it one bit.

Paul:

Anything you can do to encourage Dr. Van Flandern to join us directly on
ParaNet would be greatly appreciated. Tom is one of the pre-eminent
planetologists in the world, and has exhibited a surprising amount of
open-mindedness on the UFO subject, despite his basic skepticism.

Hi Jim,

Nothing more known about the O.O. at the moment. The writing on the
Object is said to be microscopic, yet a sample of it turned out to be
gibberish (altho it did look Arabic).

One year from now, on Oct. 12, 1992, 500 years after Columbus' discovery of
America, NASA will begin the most comprehensive search ever conducted for
evidence of intelligent life elsewhere in the universe.

The NASA Search for Extraterrestrial Intelligence (SETI) microwave observing
project is a ground-based decade-long effort to detect microwave radio
transmissions that may have been deliberately or inadvertently broadcast towards
Earth by other civilizations.

Over the past few decades, scientific opinion has increasingly supported the
theory that complex life has evolved on planets orbiting other stars in our
galaxy and the universe. In some cases, further evolution may have led to the
emergence of intelligence, culture and civilization.

While various searches for extraterrestrial radio technology have been made for
over the past 30 years, NASA's SETI project will use a combination of
state-of-the-art receivers in a systematic, long-range observing program
according to Dr. John Billingham, SETI office chief at NASA's Ames Research
Center, Mountain View, Calif. In the first few minutes of the project, more
searching will be accomplished than in the combined total of all previous
searches, he said.

The SETI project consists of two parts: a targeted search and a sky survey.
The targeted search will use the largest available radio telescopes around the
world and search over the frequency range from 1,000 to 3,000 megahertz (MHz),
seeking a variety of patterns that may indicate the presence of an artificially
generated signal. The targeted search will perform the most sensitive search
ever conducted of stars similar to our sun and less than 80 light-years distant.

In a complementary search, the sky survey will use the 34-meter antennas at
NASA's Deep Space Network (DSN) sites in the northern and southern hemispheres
to scan the entire sky over the frequency range from 1,000 to 10,000 MHz.

Because of the large increase in the area of sky and frequencies covered, a
signal will have to be stronger to be detected by the sky survey. But it could
detect signals emitted in distant regions from directions that would be
overlooked if the search were limited only to those stars included in the
targeted search.

The quincentennial anniversary of Columbus' discovery of America was chosen as
the most appropriate time to inaugurate this next great exploration search for
other places in the universe where biological and cultural evolution may have
occurred, Billingham said.

On Oct. 12, 1992, the targeted search will be initiated on the world's largest
radio telescope at the National Science Foundation's Arecibo Observatory in
Puerto Rico and the sky survey system will be launched at the Goldstone, Calif.,
DSN complex. Both elements of the SETI project will use specially developed
digital signal processing systems capable of analyzing tens of millions of radio
frequency channels simultaneously.

The SETI project is managed for NASA's Office of Space Science and Applications
by the Ames Research Center, which also is responsible for the targeted search
portion of the project. The Jet Propulsion Laboratory, Pasadena, Calif., is
working with Ames and is responsible for the sky survey.

+ Remember that Soviet booster which the Space Shuttle DISCOVERY
+ had to avoid on September 15 during its STS-48 mission to deploy
+ the Upper Atmospheric Research Satellite (UARS)? I did a little
+ reading on the COSMOS 955 satellite this rocket placed in Earth
+ orbit and found out that this Soviet mission has been making the
+ news since its launch in 1977.

+ In the 1987 book GUARDIANS: STRATEGIC RECONNAISSANCE SATELLITES,
+ by Curtis Peebles (Presidio Press, Novato, CA), on pages 227-229,
+ the author details what happened when COSMOS 955 lifted off into
+ the predawn sky from the Soviet Union's 'secret' military space
+ center, Plesetsk, on September 20, 1977:

+ 'As the A-1 booster climbed, it left...Earth's shadow. The
+ exhaust plume from the twenty engines was backlit by the Sun. From
+ the ground, which was still in darkness, the now-illuminated exhaust
+ plume looked like a huge, jellyfish-shaped apparition slowly moving
+ through the night sky. The weather over northern Russia was clear,

+ COSMOS 955 was a member of the Heavy ELINT (ELectronic INTelli-
+ gence) class of Soviet satellites. As an interesting side note, its
+ immediate predecessor, COSMOS 954 (launched September 18, 1977),
+ became infamous for entering Earth's atmosphere on January 24, 1978,
+ and spreading debris from its nuclear reactor across Canada. Had
+ COSMOS 954 lasted one more orbit, it would have entered over New York
+ City. The satellite was a member of the Soviet nuclear-powered ocean

Thank you very much for the packet of goodies, safely received "down
under."
(Does that make you up top?) The Time UK crop circle article
was intriguing. I've posted a request elsewhere for any information on
the Australian connection. The material on Oechsler was fascinating
and only goes to confirm my suspicions about the rather low quality of
the material generated by him and Good. I'm circulating the material
around researchers here. The "Ogden object" I see, remains hidden for
the moment. Let's hope someone cracks a decent lead on this one.
I am despatching today some Australian material for you. A copy of the
last few UFORA Research Digests and a copy of the June 1991 issue of
the local UFORA Newsletter. Hope you find them of interest. Also
included is a copy of my co-authored article "UFO Abductees and
Contactees:Psychopathology or Fantasy Proneness."
You will see in this
article we suggested Whitley Strieber was fantasy prone, and that his
abductions were related more to a capacity for creative imagery.
Interesting to see that the MUFON Journal July 1991 carries a piece
about Strieber's withdrawal from UFO research saying and I quote the
Journal saying Strieber said: "UFO abductions are essentially due to
anxiety and stress, perhaps induced as early as childhood."
Strieber is
then directly quoted as saying (about ufologists) "The 'abduction reports'
they generate are not real. They are artifacts of hypnosis and cultural
conditioning."
This fantasy prone hypothesis is merely a working idea
of mine, scientifically falsifiable, and being testing by CUFOS at the
moment-not my position on the phenomenon, which is actually to follow
the data wherever it leads.

In 1983 I published the following article, by John F. Schuessler, in
the UFO Research Australia Newsletter (Vol 4, No1, July-August 1983).
I am sure John won't mind if I reprint this article here. He gave me
a permission many years ago to reprint any article he sends me
personally. There is so much talk about VISIT, here on Paranet, but
there are perhaps people who don't know what VISIT is. Please bear in
mind that this article was published in 1983 and obviously there have
been many changes in VISIT since than. To the best of my knowledge,
VISIT is not a NASA project but I believe NASA has (or had) some interest
in VISIT because of its particular interest in space craft design.

PROJECT VISIT


Project VISIT (Vehicle Internal System Investigative Team) is a
non-profit corporation consisting of professional members including
doctors, engineers and scientists, as well as supporting members such
as secretaries, artist and news personnel.

Within the field of UFO study, our organization has focused its
efforts on the scientific and engineering study of the internal
systems of unidentified space vehicles and of the psychology of the
beings which occupy these vehicles. Scientific and engineering data
come from (1) transcripts of conversations between psychologists or
case investigators and the UFO abductees, (2) follow up conversations
with abductees, (3) an analysis of medical injuries sustained by the
witnesses during UFO close encounters, (4) data recorded by
electronic and photographic means, and (5) physical evidence examined
at the location of the incident.

The objectives of this research are to (1) determine if there is
correlation of scientific and engineering data from case to case, (2)
identify internal systems which are more prevalent, (3) evaluate the
purpose of these systems, (4) determine how these systems operate,
and (5) share the information obtained with the public at large.

To date VISIT has cataloged 86 abduction cases. Medical effects were
noted in 66 of these cases. Vehicle internal information was gained
from 19 of the cases with 45 more of the cases offering potential
internal system data. Electromagnetic effects were noted in 56 cases.
A time loss was noted by the witness in 44 of the cases.

VISIT has composed a list of questions which will aid the
investigator of abduction cases. The questions deal in detail with
the space engineering systems, medical examination, and instruments
used, physiology of the beings, and the psychological after effects
on the abductee.

VISIT cannot achieve its goals without the cooperation of the expert
investigators in the field. In return for case information, we will
provide the investigator with a scientific and engineering critique
of the data obtained in the case as well as provide the expanded
findings of our research.

Although we hold all particular case information strictly
confidential, it is our objective to provide the general results of
our research to educational institutions, government agencies,
doctors, scientists, other specialized experts, responsible UFO
organizations, news media, and the general public. The interchange is
accomplished through letters , quaterly public meetings, articles in
scientific journals, television and radio publications, articles for
the journals of various UFO organizations and participation in
symposiums.

A special project currently underway is the preparation of a catalog
of UFO cases where the witnesses exhibited medical injuries. The
project is in the data gethering phase. Once the archives have been
analyzed for appropriate information, a standard data base will be
develpoped, then the material will be assembled for publicaton.
