Astute readers will note that the IP address for the archive machine
(cattell.psych.upenn.edu) has changed to 130.91.68.31. Most of you don't
care, since you can use ftp with the machine name quite easily. Either my
local folks changed the address without notification or (more likely) I
completely missed the announcement. Thanks to a patient subscriber who
pointed out the problem.
Finally, I have a queue of requests for back issues (which currently must
be sent "by hand"). Thank you for your patience; I hope to get to them

In August 1993, the traditional bi-annual Summer School of Brain Research
will be held in Amsterdam, The Netherlands. The Summer School will
feature tutorial lectures about up-to-date experimental and mathematical
research on self-organization in neurons and networks, structure-function
relations and their role in the development and functional adaptation of
the brain. These themes will be explored at different levels of organization
in the brain: growth cones, neurons, networks and interrelated networks.
Participation is open for all researchers interested in the subject, and
participants are invited to present their work in poster sessions.

ARCHITECTURES FOR INTEGRATING NEURAL AND SYMBOLIC PROCESSES
A Special Issue of Connection Science: a journal
of AI, cognitive science and neurocomputing
Although there has been a great deal of research in integrating neural and
symbolic processes, both from a cognitive and/or applications viewpoint, there
has been relatively little effort in comparing, categorizing and combining
these fairly isolated approaches, especially from a cognitive perspective.
This special issue is intended to address the cognitive architectural aspects
of this integration: the issue will bring together various architectural
approaches as well as focus on specific architectures that solve particular
problems, that exhibit cognitive plausibility, that yield new insights, and
that show potential for scaling up.
Papers are expected to address the following questions, but are not limited to
such questions:
* What have we achieved so far by integrating neural and
symbolic processes?
* What are the relative advantages/disadvantages of each approach?
* How cognitively plausible is each proposed approach?
* Is there any commonality among various architectural approaches?
Should we try to synthesize existing approaches? How do we synthesize these
approaches? (Does there exist a generic and uniquely correct cognitive
architecture?)
* What are the problems, difficulties and outstanding issues in
integrating neural and symbolic processes?
* How do symbolic representation and connectionist learning schemes
interact in integrated systems?
The papers can be either theoretical or experimental in scope, and can comment
on the current state of affairs and address what advances are necessary so
that continued progress can be made. However, prospective authors should
emphasize the principles involved along with an explanation of why the
particular model works or does not work, and what it is we can learn from the
model. For example, does the model predict some testable behavior which can
lead to new insights?
All papers will be rigorously refereed, and should conform to the
following rules, in addition to the usual requirements of the journal.
Authors must submit five (5) printed copies of their papers to either of the
addresses listed below by January 5, 1993. Notification of receipt will be
electronically mailed to the first author (or designated author) soon after
receipt. Notification of acceptance or rejection of submitted papers will be
mailed to the first author (or designated author) by March 31, 1993. Final
verson of accepted papers will be due May, 28, 1993.
All 5 copies of a submitted paper must be clearly
legible. Neither computer files nor fax submissions are
acceptable. Submissions must be printed on 8 1/2 in. x 11 in.
or A4 paper using 12 point type (10 characters per inch
for typewriters).
Each copy of the paper must have a title page (separate from the body of the
paper) containing the title of the paper, the names and addresses of all
authors, including e-mail addresses, and a short (less than 200 word)
abstract.

How important is the work reported? Does it attack an
important/difficult problem or a peripheral/simple one?
Does the approach offered advance the state of the art?
[Originality:]
Has this or similar work been previously reported? Are
the problems and approaches new? Is this a
novel combination of familiar techniques? Does the
paper point out differences from related research? Is it
re-inventing the wheel using new terminology?
[Quality:]
Is the paper technically sound? Does it carefully
evaluate the strengths and limitations of its
contribution? How are its claims backed up?
[Clarity:]
Is the paper clearly written? Does it motivate the research?
Does the paper properly situate
itself with respect to previous work? Are the results described and
evaluated? Is the paper organized in a logical fashion?

submit their work via Air Mail or Express Courier so as to ensure timely
arrival. All submissions will be acknowledged by mail, and accepted papers
will be published as submitted. Papers will be reviewed by session co-chairs
and the program committee, and all authors will be informed of the decision.
All papers accepted for presentation will be published in full in the
Conference Proceedings, which is expected to be available at the conference
for distribution to all regular conference registrants.
Six (6) copies (one original and five copies) of the paper are required for
submission. Do not fold or staple the original camera-ready copy. The paper
must be complete within 4 pages, including figures, tables, and references,
and should be written in English. There will be a charge of $20 per page for
papers exceeding 4 pages. Checks for over-length charges should be made
payable to WCNN'93, and must be included with the submitted paper; if the
paper is not accepted, the check will be returned. Only complete papers will
be considered. Papers must be submitted camera-ready on 8-1/2" x 11" white
paper with one-inch margins on all four sides. Papers should be prepared by
typewriter or letter quality printer in one-column format, single-spaced, in
Times Roman or similar type style of 10 points or larger, and printed on one
side of the page only. All text, figures, captions, and references must be
clean, sharp, readable, and high contrast. FAX submissions are not acceptable.

and new trends are disseminated over a wide range of conferences and
journals, and scientists find it difficult to continuously be aware of
the »state-of-the-art¼ of the domain.
The aim of the ESANN conferences is to provide an European forum for
the presentation of recent top-level advancements in the research on
artificial neural networks. Instead of focusing on applications, the
symposium will emphasize on the basic concepts and the essential as
well as new or promising ways of research in the field of neural
networks. The conference will also promote contacts between
participants on the various aspects of the field with time for panel
sessions and impromptu discussions.
The program committee invites contributions for the 1993 conference in
Brussels in the following areas:

Ä neurobiological systems
Ä adaptive behavior
Ä theory
Ä models
Ä learning algorithms
Ä neural networks architectures
Ä evolutive (incremental) neural networks
Ä self-organized networks
Ä relations with classical methods (statistics,...)
Ä signal processing (image and speech)
Ä optimization

Prospective authors are invited to submit six originals of their
contribution before December 11, 1992. Working language of the
conference (including proceedings) is English.
Papers should not exceed six A4 pages (including figures and
references). Printing area will be 12.2 x 19.3 cm (centered on the A4
page), and 10-point Times font will be used for the main text.
AUTHORS ARE INVITED TO WRITE TO THE CONFERENCE SECRETARIAT TO GET
EXAMPLES OF CAMERA-READY CONTRIBUTIONS.

The conference will be held in the center of Brussels (Belgium), close
to the famous »Grand-Place¼. The center of Brussels can easily be
reached by air (train shuttle between the airport and the central
station), by train or by car.
A list of hotels near the conference center will be provided to the
participants.
Social events will be organized for participants and accompanying
persons.
