What is the magic word?
Please help me out with the newsletter. I am asking each subscriber to take a few minutes of their time and:
- Rate CaR on a scale of 1 (worst) to 5 (best). This is done using the rating selection and button on the CaR FAQ page [1.1]
- Recommend CaR to at least one friend or colleague - the more the better. That is of course if you feel it is worth recommending. This is done by using the Recommend-it service [1.2]. This service will send an e-mail under your name to the person you are recommending CaR to. The e-mail will include an optional comment from you, a short blurb from me about CaR, as well as a small advertisement from the Recommend-it people (this is why it is free).
- Review CaR. The better newsletter databases provide a way that subscribers can review the publications they read. CaR is listed in two of them. A review with your honest assessment of CaR would be appreciated. Enter it into the eZines database [1.3], then copy and paste it into Low Bandwidth [1.4].
Please try and do at least the first and second requests.

Supreme Court roundup
As most of you know, the final week of the 1997-1998 U.S. Supreme Court term was a busy one. The court released important decisions concerning the line-item veto (Clinton v. City of New York [3.1]), sexual harassment (Faragher v. City of Boca Raton [3.2]), and attorney-client privilege (Swidler & Berlin v. United States [3.3]). You probably heard about these decisions from the newspaper or television news. A better option for keeping tabs on the decisions from the court is to subscribe to the Legal Information Institute Bulletin [3.4] distributed by Cornell Law School. Whenever the court issues a new decision, this service forwards a summary of the decision, the syllabi, to all of the subscribers. Read it unfiltered and read it first.

WindoZe running slow?
Windoze. That is what the (or should I say "us") Linux [4.1] folks term the operating system from Microsoft [4.2].I have read and tried hundreds of tips and tweaks for improving the performance of Windows. Most of them don't do much, a few mess things up, and a very small list are actually worth implementing. I have compiled a list of the 6 changes that everyone running Windows 95/98/NT should make:
- Swap File - Windows makes extensive use of disk to simulate increased memory. Windows tells you that it can automatically adjust the size of the swap file depending on its needs. It can do this, but you get better performance if you fix the size so that Windows does not continually resize it
- Fonts - Yeah, they look pretty, but Windows loads them all into memory when your system starts. Remove the extraneous fonts that Office, Wordperfect, and other software packages install
- Startup - Minimize the number of programs that Windows runs every time you start your system. Most of them you probably don't use. Make them shortcuts in your Start menu and start them when you need them
- Display - use the lowest resolution and color combination that is comfortable on your eyes
- CD-ROM - adjust your CD-ROM settings to either increase the cache if you use it often, or minimize the cache if you don't.
- File Cache - tune Windows to cache more paths and filenames and minimize the time spent accessing files
The details for implementing these changes are too long to include in this newsletter, so I have setup a web page on my site with all of the information [4.3]. All of the changes shouldn't take you more than 10 minutes - time well spent.

CaR News
CaR's ISSN, International Standard Serial Number, [5.1] finally came through. Now we will see how long the Patent and Trademark Office takes to process my application [5.2]. CaR also received another review from an e-zines database - it was so positive that I thought I would include it in this issue:
"I actually enjoyed reading through the two issues of the Clicked and the Read I had received. When someone like me has very little time in the day to sit down and read something, a zine that can capture my attention long enough for me to finish it without checking the time is a rare occurance.Clicked and the Read has three things going for it: a) You can finish it within 10 minutes. Ultimately handy if you are short on time or attention. b) Eclectic content... you won't find this sort of information just anywhere. Expect to find sites that even the most seasoned veteran probably hasn't seen before. And finally, c) Padraic Renaghan (the editor) doesn't overdue it.
Giving you just enough info to tweak your interest and enough time to determine if you want to learn more, you can find short, to-the-point blurbs on topics ranging from new technology, the internet, privacy, stocks, software and more. And if you have some inclination, you can easily find out more by taking a look at the footnotes.
I only wish the Clicked and the Read came out more often than monthly. And I wish there were a lot more back issues for me to read and enjoy. If Mr. Renaghan stays with this, he'll eventually fulfill my wishes... and have a damn nice collection of quality reading material."

I am sitting here wrapping up this issue listening to Buena Vista Social Club [6.1]. I was browsing around amazon.com's new music site [6.2] looking for some Latin Jazz. Now, I know a little about standard jazz, but nothing about the Latin variety [6.3] - other than every time I hear it I like. Amazon has taken what makes their book site popular and replicated it to music - reviews and commentary. Buena Vista was highly rated by amazon staff, and customers. I put in the order and have been listening to it on repeat ever since. By the way, numbers 2, 3, and 41 from the Latin Jazz list should be arriving from amazon tomorrow.
