The xbox 360 file system
Keep in mind throughout this tutorial that the file system is very similar between an Xbox HDD and a Xbox formatted USB Drive.
The File system can be broken down into two main sections.
The Public Folder (0000000000000000)
The Account Folders (E*************)
The public folder contains items that are usable regardless of what profile is signed in.
The folders for individual accounts contain files specific to said Gamertag
Inside of each you will find several other folders, depending on the content you have had on the flash drive.
These can also be broken down into two sections
- The Profile folder (FFFE07D1)
- Individual game folders (varied, for example, Borderlands is 545407E7)
For now, we are going to skip the game folders and go into the profile folders.
Inside the FFFE07D1 folder, you'll find up to three more

Folder 1 contains your account. Nothing Else.
Folder 2 Contains game-specific DLC. (This is where DLC with DRM's will go.)
Folder 3 contains content not related to games. This includes gamerpics, Dashboard themes, and Avatar accessories
So, if you wanted to use a custom gamerpic, you would put it in 0000000000000000->FFFE07D1->00000003
and for DLC you would place it in (public folder/account folder)->FFFE07D1->00000002
and so on.
